The purpose of this stage is to verify trade and supplier budgets and establish a realistic construction price quickly. You may use this stage when the homeowner’s budget is uncertain, or when you’re competing against several other builders and still need to provide an indicative construction price. This is where estimating recipes and shortcuts become important. You don’t need to measure every individual item. Instead, use pre-built recipes for common construction elements, such as kitchen demolition, new kitchens, bathrooms and other typical works.
These tools should allow you to quickly prepare a Bill of Quantities.
Once presented, you can determine whether the client is comfortable with the budget and ready to progress to Stage Three, where more detailed construction estimating begins. If the client has a suitable budget and you’re already their preferred builder, you may choose to skip this stage.
Your client has approved the Qualifying Building Estimate, whats next.
A traditional estimation is now completed to establish a single cost allowance for your client’s build. At this stage, contacting trades and suppliers for project quotations is optional.
A detailed estimation should be measuring items in detail such as the cubic metres of concrete for each stage, lineal metres of each PFC structural steel, exact lineal metres of skirting, square metres of internal wall painting and the many other elements required for construction. Also, The client’s budget, selections and specific requirements should also be carefully considered and incorporated into the estimate.
Once the Bill of Quantities is complete, at this stage a builder should be able to review the construction price and adjust trade and supplier budgets based on the complexity and specification of the project.
The completed estimate should then become a tool for discussing the project face-to-face with the client. If concrete or structural steel is expensive, we should be able to refer directly to the construction drawings and explain why those costs exist, rather than simply presenting a final price.
This is also where value management becomes important. Using the estimate, you should be able to identify opportunities to reduce or increase specifications, fixtures and finishes and understand exactly how those decisions affect the overall construction price.The objective is to work with the homeowner to control and refine the construction budget before progressing further.
At this stage, we still do not believe fixed cost contracts should be signed and builders not need to engage with trades and suppliers for formal quotations. The focus should remain on detailed quantities, strong estimating skills, accurate cost allowances and making informed decisions before moving into the formal quotation process.
Managing the final construction cost, before submission to your Client.
At this final stage of tendering, it is essential to confirm trade and supplier budgets.
Once the project has successfully passed through Stages One, Two and Three, and the builder has completed a detailed construction estimate, it’s time to engage trades and suppliers for formal quotations. At this stage, the builder can confidently advise trades and suppliers that this is a qualified, live project that is ready to proceed. With many projects across Australia failing to proceed because construction costs exceed the client’s budget, trades and suppliers are less likely to invest significant time preparing detailed quotations for unqualified projects.
By completing the first three stages, you’re demonstrating that this project is serious. Trades and suppliers are then more likely to invest the time required to provide a detailed and accurate quotation.Once quotations are received, compare them directly against the trade and supplier budgets within your estimate.
If the quotation is lower than your estimated allowance, reduce the estimate accordingly. If the quotation is higher, update the estimate to reflect the actual quoted cost.
Repeat this process across the required trades and suppliers to verify your Bill of Quantities and establish the final construction price.
Once these costs have been verified, the project can progress towards final pricing and contract execution.
